Hi John,
In all the NSW series' we have the option of officiating at a round of the series rather than competing and getting the equivalent points to the event winner in the Excel series case- 22 points.

The idea is to force (encourage) competitors to help out by officiating and to allow people that regularly organise events to not be disadvantaged by scoring no points at one round.

I think you have the equivalent sort of motivator in what I read in that you have to officiate in a state round to score points the following year or something similar to that. Ours was put in place by the NSW rally panel for all state competitions as there idea to encourage more officials as it is the hardest thing to organise these days. We need to get more people that take from the sport to put back into it. I imagine you having the same problem.

For quite some time all Victorians have had to act as an official at a Rally at least once a year to qualify for entry into a rally, with exemptions for first year novices and interstate competitors. It work well, the VRC competitors help out the Club Series and vice versa, with everyone helping out on the Rally of Melbourne. No points towards championships, however thre is also an allowance for the senior officials (Clerk of Course, Road Directors, Secretary etc) to be given compensation points in a series.
