Hi Luke
I don't have the Vic regs but I have just posted the Series Regs and Vehicle Requirements for the SA series. We have tried to keep everything pretty well in line with both NSW and Vic. They may be of some help to you.
Kind regards

I believe the only difference between NSW and VIC is the requirement for a Catalytic converter to meet rego requirments.

and the weight restriction difference?

Luke - going on last years regs, Vic had a restriction on the weight (they need to be heavier). To keep in line as much as we can and not allowing alloy cages, we have also put this weight restriction in place in SA.

My personal view was that the higher weight restriction was unnecessary as my car is an Ex GTP car with an alloy cage and underwent a huge weight reduction program by the original owner. It now weighs 950kg in rally trim (sump guard etc).
So there is no way that a car with a steel cage that meets schedule J is going to get anywhere near the P2 weight of 880Kg from the good book.
It is my hope that one day we will have a standard set of rules nationally rather than each state doing their own thing.
The differing exhaust requirments re Cat converters can easily be covered off by saying exhaust after the manifold is free but must meet emission laws required for registration (or something like this)

This would be excellent - I am all for a standard set of National Rules. Do you think we could aim for this in 2008?

It would be good to have a national set of rules especialy when there is going to be a national event. Everybody in the same machinery same rules is the go I say.

At this stage we are also not as strict in relations to engine sealing as there are still many people running original engine/gearbox combo's that have not been out of the car. Some new (reco) motors have been sealed.. Name difference in Vic is only other thing of note in that it is the Hyundai Series, this is in anticipation of a future phase in of 1.5 Accent 2000 - 2003 models though no decisions have been made in relation to this. We did this so that this series doesn't go the same way as the Gemini Series in terms of relevance to the target audience. Remember the first X3 are already 10 years old.:)

It is no different in NSW where as if you have a second hand engine then you can elect to sign for it and seal it, but if you win the series then at the end of the year we open it up and have a look to see that it met the criteria.
We have also discussed accent and will probably discuss it in the future but if you want to compare it to the gemini, the gemini's are just phasing out know and they are 30 years old, so if we are looking at 20 more years then I don't see that being a problem. I think if someone wants to push accents then there are some relvant arguments for it, but not ageing. Add to the fact that there was over 300 000 X3s brought into the country plus many more sold over seas, there is a lot more of them around than gemini's.
It should be reasonable to expect that we can get under one set of rules by 2008, which should make it awesome for a national championship event that people new to the sport can afford to compete in. Should be easy to get some TV coverage for that as well on RPM and speed week which means we should be able to get a sponsor for it with some big bicky's.:D

There is going to be few possibilities of any other excels getting around with alloy cages as they were outlawed from about 99 if my memory serves me correctly. There were very few excels that would have been logged book back then. Whitey has 1 in a million (or in this case probably 1 in 300 000).
The only light weight possibility now is the chrome molly option which is outlawed in the regs anyway.
